BIER Channel Manage	Manage channel information and configuration received from multicast flow overlay protocol(BGP/PIM/MLD).
BIER Service Manage	Manage the BIER proceduce between controller and BFR nodes which using netconf protocol.
BIER Driver	Provide south-bound netconf interface for bier，it has implemented standard interface（ietf-bier）.
