Milestone: upgrade to guava-22

Description

Guava 21 updates the required Java version to 8, bringing in bridge methods to interoperate with the language features in Java 8 as well as providing optimized versions of default methods.

Provide a Guava-21 feature and bump artifact import to 21.0, so we can ship Carbon with this upgrade.

Bumped in 2.0.0 release.

Guava is at 22 now, we should be pushing for that instead. The API diff is:

21-rc1 was released on Dec 19, we are good to push this in Carbon.
