A compute has 2 IPs controllers configured in non-HA

Description

After deployment with OpenDaylight controller in a container one of the compute node's br-int has 2 controllers IPs. It's the same controllers just on different subnets. As a result the proper flows are not populated and one functional problem is that the instances on that compute node don't get an IP.
