restconf not working when odl-netvirt-openstack is loaded with featuresBoot

Description

  • this may not be a bug in netvirt, but maybe in another downstream project

  • when installing with feature:install, restconf does come up

Sounds like no longer an issue so I moved this to, to be verified in the nitrogen spreadsheet.

this is no longer happening with latest distribution from carbon sr2
