BytesIn and BytesOut were incorrect when using Restconf API netconfRequest of testService

Description

When using Restconf API netconfRequest of testService, found the BytesIn and BytesOut count were incorrect with real sending data bytes.The reason is netconfRequest method is not threadsafe, when multi reuqests happan,the payload data was override, the data was damage.
