NIC 'stable/carbon' is now migrated to karaf 4.

The patch was merged and NIC is now migrated to karaf4.

Some functionalities was disabled in order to ensure others:

-odl-nic-renderer-gbp
-odl-nic-renderer-nemo
-odl-nic-core-hazelcast
-odl-nic-console
