Fix problem with failing netconf userfeature netty tests

Description

Userfeature netty netconf tests are failing due to an incorrect RESTCONF URI (rests/ instead of restconf/).


Update the URI to restconf/ for all netty interfaces within userfatures netty tests to resolve the issue.
