Provide support for Root DTCL reacting to all modifications even in sharded datastore

Description

Currently when we register a DTCL on the root of the dataTree (YangInstanceIdentifier.empty()) in sharded datastore, it will be registered only for Default Shard and won't be notified about changes in the other shards.

The registration mechanism should be tweaked to allow the creation of Global DTCL linstening on all the shards.
